Admitted to the Bar in 2014, Hugues Hourdin has extensive expertise in public business law, public procurement, public enterprises, economic regulation, and more broadly in matters at the intersection of public and private law, particularly in relations between public and private entities.
Before joining the Paris Bar, Hugues Hourdin pursued a distinguished career within the administrative judiciary, serving at the Administrative Court and the Administrative Court of Appeal of Paris, as well as within the Litigation Section of the Conseil d’État. He also acted as rapporteur in the Finance Section of the Conseil d’État until 2014.
His career is marked by high-level public service experience, notably as Advisor for Social Affairs to the Prime Minister (1993–1995), member of the French Energy Regulatory Commission (2008–2010), and General Rapporteur of the Constitutional Reform Committee (2007).
He has also held executive positions in major strategic infrastructure companies, including the Mont Blanc Tunnel and Motorway Company and the French Company for the Fréjus Road Tunnel.
In parallel, Hugues Hourdin has taught constitutional law as a lecturer at Sciences Po Paris, further establishing his reputation as a leading expert in public law in France.
